    Single feat since v0.8.0. project_create no longer creates a GitHub
    repo + push-mirror by default. The mirror_to_github boolean (default
    false) gates the GitHub steps so only open-source projects opt in.
    Closes hyperguild#17, moves one acceptance item on the cross-repo
    Gitea-as-true-master ADR (infra#34).
